Who's Minding the Mint -- or --- Please pass the Mint Julep into my spider hands so that I may suck it dry.

And who is sucking the Oxnard City Treasury dry...well it appears to be Spider-Hands City Attorney Gary Gillig and his gallivanting cohort of compadres who want a piece of that BIG LEAGUE action.  And what a DREAM it is.....

The action, is a contract with the
BIG LEAGUE DREAMS franchise of Chino Hills-- the sucking sound you hear are our City Dollars going out from Dale Belcher's Treasury into the vacuous crevice known as an "Agreement for Consulting Service" with BIGLEAGUEDREAMS - 0xnard City Document No. 2061-03-CM - This said contract Gillig and both hired City Managers signed in agreement to spend $400K+ dollars of your tax money -  with the invisible consent of the Oxnard City Council ....

This 17 Page mystery agreement was never included in any City Council packets, nor was it agendized as an actual article of city business, but Ed Sotello, et al, entered into a $400-thousand-plus agreement for THIN AIR with BIG LEAGUE DREAMS ---

Tom Holden promised the Neighborhood Councils on Wednesday night (Jan. 05) that he would agendize this item and make it a topic of discussion....so it will be interesting to see how the new Mayor handles this.

Outcrys range from firing all who signed the document, to just firing Gillig, cleaning out house with minor dusting in the City Manager's Office.  Some citizens want to see the Mayor and newly elected Councilman Tim Flynn jump on this by making good on their campaign promises for open government and clean up Oxnard's rat nest of special interests

TUESDAY NITE COUNCIL MEET
Promises to be an Interesting One.

Residents will attend with Several Goals to achieve.

  1.  Move Item Q-1 Study Session on the   College Park Master Plan to the head of the Agenda - City Staff put the Item at the tail end of Council's Agenda to dissuade people from speaking - by making them wait long hours before the discussion was to take place.

  2.  Ask Council to Stop their consideration of College Park as the location for BIGLEAGUEDREAMS and ask them to consider another location for the sports park.

  3.  To get the Council to take action against the outlaw City Manager and City Staff who seems to running roughshod over all the City's business.

  4.  For the Council, especially the new Mayor,  to regain a hold and control over City Affairs.

    5. To seek the truth about College Park and what was Bedford Pinkard's roll in fast-tracking all the voting before the new Council was seated?

  6.  How much did then-Mayor Lopez know and when did he know it......?

The Inter-Neighborhood Council Forum hosted Oxnard's First Public Meeting of 2005 on Wednesday, January 5th at the Oxnard City Council Chambers.

The City Council Chambers were filled with 40 persons in attendance including newly elected Mayor Tom Holden and Councilman Tim Flynn.  Flynn did not have to come, but wanted to watch the Neighborhood Council in action as he promised to be active in the Neighborhoods and his attendance proved his commitment made during the campaign.

When it came to comments from both the assembled neighborhood council reps and the general public -- all who commented spoke in disgust of how the city staff managed to negotiate a secret deal with BIG LEAGUE DREAMS and commit to spend $400-Thousand  of Oxnard's General funds

Of all the people who came to speak at public comments ---- all mentioned the mess and deception at College Park.  Mayor Holden took note of the comments and contemplated how to respond and what to do.

Ventura County Star Oxnard Beat Reporter Raul Hernandez was present to document his notes which he will compile into a story.  Raul would do well to contact Steve Buratti - Vice Chair of the Wilson Neighborhood Council and get copies of the checks Oxnard has already paid BIGLEAGUEDREAMS and the hither-to hidden Agreement signed and dated a year ago as supplemental information or as they call it - "Back Grounders" for his story.  Raul is a good reporter and will report accurately what happened. 

Steve Buratti gave the most informative and passionate presentation of the real case against the City of Oxnard and how, in his informed opinion, City Attorney Gary Gillig should be released from his employment as Oxnard's primary legal council. Buratti mentioned how much Gillig has cost the City of Oxnard in millions of lost dollars due to frivolity and blatant disregard to policy and procedure as prescribed in the law, city and state codes.  Certain city staff such as, City Manager Ed Sotelo and unfortunately Assistant City Manger Karen Burnham, Buratti added, should at the minimum receive letters of reprimand against their participation in the signing the agreement, and entering in to this contract on the alleged behalf of the City Council.

a written approval by the city council to enter the contract would do the trick.

 Buratti went on to report that nowhere in any City Council Agenda since September 2003,  was the approval or authorization of this contractual agreement given the green light, or any light of day at all by the City Council.

Mayor Holden listened attentively and then came forward to speak at Public Comments to the Neighborhood Council.  Holden promised to move this item to next week's City Council Agenda and make an open and public discussion on the BIGLEAGUEDREAMS contract and he promised to get to the bottom of  how and why the City moved on this item - way under the radar.

Other Business of the Neighborhood Council followed, with the Installation of the new 2005 Inter Neighborhood Council Forum ( I N C F ) Executive Board - Chair being Bill Winter of the Wilson Neighborhood Council - and Vice Chairs: Joe Avelar of Lemonwood NC,  Dither Vega of La Colonia NC, Ed Rouch of Diamond Bar NC, and Jean Joneson of Windsor North.

PLAN TO PARTICIPATE IN PLANNING ....

Where has all the Land gone. It behooves you as concerned citizens to attend Planning Board Meetings to learn what new projects are forthcoming to the City Council. Planning Board meets on alternate Thursday evenings are all meeetings are open to the public. It greatly benefits you to attend as these planning meetings are where the plans are approved before going to the Council. Once the Council gets the plans presented, it is much more difficult to fight off or to object to the proposal.
