OPEN LETTER TO OXNARD RESIDENTS FROM MAYOR
HOLDEN......
Dear resident,
I was as surprised as anyone regarding the agenda item. Council did not ask for
and I am not prepared to sign an agreement with BLD at this point. We have
received a great deal of information, but I thought I made it clear to staff
that more dialogue would have to take place before I was comfortable deciding on
BLD. At this point we have not even discussed the funding proposal for College
Park improvements. My position has been to develop College park in it's
entirety. Once we have determined how to build College Park, we would consider
BLD as an operating entity for the baseball portion. I was expecting this
meeting to be a study session to discuss the financing of College Park build out
for the entire master plan. This is what I am prepared to discuss Tuesday.
Unfortunately, this recommendation from staff does give the impression that an
agreement is going to result Tuesday, and I am just as frustrated by this staff
action.
Although I did not know ahead of time that this agenda was going to be worded in
the manner it was, I apologize for the message it sends. Staff is now very aware
of the compromising position it put myself and council in. I trust you will find
my comments on Tuesday consistent with this message.

Centex homes would like to Build 153 homes
on the
corner of Oxnard Blvd. and Gonzalez. Currently it's
zoned for a Sports Park. It will take a general plan amendment to re-zone the area for residential use. Please join us at city hall on Tuesday to oppose Centex Plans' and the project. This is a pre-application, if given the green light, the developer will continue his plan to build houses. We need all the people concerned about this to attend the next council meeting so they can see for themselves that residents will not support additional housing on that site. | Is Oxnard ready for an Olympic
size swimming pool at the cost of 153 new homes? This question will be answered at the next Council meeting on June 14th 7pm Oxnard City Hall. The developer (Centex Homes) will present their plan to city council on the best use of the empty property located on the corner of Oxnard Blvd. and Gonzalez Road. According to the city’s 20 / 20 plan which specifically outlines what will be built in the city, the plan designates the area as a sports park. For years residents have been fighting off developers who want
to build apartments or homes and pressing city council members to build a
sports park at that location. Initially it may sound great, but let’s
not forget the small details. For one, the neighborhoods in that area have
had an increased amount of traffic that is now evident from the over
development of homes in what is termed the "West Village" Neighborhood. More homes, less
resources, this does not make the City of Oxnard a friendly place to live.
By allowing the developer to build one pool and more homes will not solve the city’s major park space problem. The city needs to invest in our youth and residents by building tennis courts, softball fields, soccer fields and a pool. This is what we were promised in the Sports Park which we've been waiting 15 years to happen - now we get more development...... This development will only provide more traffic and frustration for all. There is talk that Pacifica High school would like to use the pool, now is it really a community pool or the carrot to gain the support of the public? A bunch of kids will be drafted to come to council and ask for the pool, just like the kids in ball caps coming to ask for the Big League Dreams Stadium, use kids and hearts will melt. I urge you to voice your concern and make the city
accountable for their actions. After all Oxnard is the City that Cares?

VINEYARD EXIT @ THE 101 (South-bound) wins the
Oxnard Journal O-W-T-S Award
| A lone pile driver pounds its
unseen load into the sandy loam banks of the Santa Clara River while
graffiti sparsely adorns any accessible concrete abutments on the new Santa
Clara River Bridge while several miles of ramps, roadways, and blocked exits
leading to the Oxnard Boulevard remain unused as the project which should be
a high priority sits almost apparently unattended. ............................................................................."Where are the workers? You ask yourself this question every time you drive from Ventura's Victoria exit to the Rose Avenue exit and verse visa. ............................................................................."Why is this project not done? With the Oxnard Blvd. exit closed, the one main exit to downtown Oxnard is the Vineyard exit which should be renamed "the incredible creeping vine exit" especially during afternoon drivetime. If you need parking for a half hour get on the Vineyard exit from the 101 South around 4:30 or 5:00pm. Creep and crawl is also a snarling factor for any soul caught on Esplanade Drive heading anywhere out of Dodge afore Happy Hour....or what used to be the three martini lunch-cap, or the Dry Martini for any of MVS's cohorts and cronies. We miss Bud Smith and wish he were with us today...he may have a few things to say about this... Extreme short distances from the 101 exits to Esplanade Drive along Vineyard along with a signal that has to accommodate Financial Plaza traffic and Big Box traffic while it mixes with a flow of vehicles to and from El Rio. This One Interchange wins the OX JO award for Oxnard's Worst Traffic Scene (OWTS) - best in category for 2005. What is the City's stance on this - well, not much - Cal-Trans is running project and owns Vineyard or State Route 232, from Oxnard to where 232 connects with the 118. Oxnard can only do so much, but we do have someone fighting for us. Jason Samonte, Oxnard's traffic engineer, or for the old school, he is Joe Genevese. Jason feels our pain as he tries to fight a bureaucracy that allowed the lowest bidder to do the work on the Santa Clara River Bridge for Cal-Trans. Samonte, a traffic engineer with experience designing LA's traffic control grid sees Oxnard as a unique project. He has a list of things that need to be done to complete the bridge and whenever he gets a projected completion date, he writes it in pencil. Dates change. Jason has provided Cal-Trans multiple and numerous suggestions to remedy the congestion at our #1 OWTS site of the year for Oxnard. At Press-time, no return of call to Cal- Trans transpired - so the story must go on, they are welcome to reply. Samonte has recommended lane marking changes, median modifications, signal order switches based on time and traffic flow, and even delineators, which you can see over at Rose and Gonzales. But, the whole poop in the final blow depends on how soon this contractor finishes the Bride as it still looks like nixville there. What counts more than talk and design changes are the powers we, the collective people of Oxnard have, and what we can do with it in order to see this thing happen for us.....relief on the Vineyard exit by opening the Oxnard Blvd. exit. Gone from this exit is the easy breezeway feel of easy access from the Boulevard onto the 101 - that grace of the former exit was devoured and replaced by a bizarre contraption of signals, turn lanes, stops, traffic and anything else that gets in the way of our quick and unrestricted immediate access to the 101 North we used to have at this interchange. Anyone trying to by-pass the Vineyard congestion has few options in either Rice or Rose exits to battle. Rice Road would be good if people exiting did not stop before proceeding right towards Point Mugu. There is a yield sign there, You can go ....go .... Go.... GO !!! Yet, every unsure or overly cautious driver STOPS and it pisses me off to deal with those drivers who don't understand you can merge there -- " Hello!" ...Go Goo GO go -...or else you must deal with the large tractor trailers truck that can't make that turn without going into the overflow from the Rice Road Bride and has to stop. By the way Rice Road Bridge is slated for replacement soon... Rose Avenue has it's own set of problems with the 'fluster cluck" of malls and big boxes plus a new proposed..."Ta-Dah"...Shopping Center at the vacant corner of Rose and Gonzo. Just what we needed, another food store, nail salon, and car wash...ugh! The pre-Vineyard exit of Wagon Wheel is a real trip --- the cops should make this a dUI check point, because everyone would get pulled over trying to maneuver all those crazy detours. Smart Oxnard drivers have discovered this as an easy access to Ventura Road which makes their life pleasant, but try to turn left and head for the Buckaroo Maze of Detours - <<Yee-Hah>> ...you'll end up back on Esplanade unless you want to fight with Home Depot, In and Out, and BJ's to re-access the old Oxnard Blvd and do the 'dip'. So while Oxnard battles to decide how many more houses they can cram into remaining in-fill, we as current residents have to ponder creative ways of getting from Point A to Point B without spending our family's future and inheritance stuck in traffic that has never, to date, been so bad and only promises to get worse.
